地方妇女儿童工作机制创新研究——以西安市妇儿工委为例

地方妇儿工委工作机制长期以来存在着权威性、影响力、调协力、执行力相对薄弱的问题,影响和制约着地方妇儿工委作用的有效发挥。在现有妇儿工委行政设置框架下,重点应加强体制、机制建设和强化督察与管理,通过自上而下的方式建立完善市、区县妇儿工委及其办公室的组织机构、经费保障机制、目标考核机制和管理制度、激励制度、评估制度以及性别意识长期培训等具体制度,以保障妇儿工委协调议事职能落到实处,改变现行地方妇儿工委工作机制的低效运行状况,增强机制的运行效能,提高运行效率。
