摘    要:如何衡量和评价领导干部的政绩,这是领导工作的导向问题。它不仅关系到整个干部队伍素质的提高,而且关系到社会经济的全面发展。要克服当前领导干部政绩考核和评价过程中存在的问题,必须树立和落实党的十六届三中全会提出的科学发展观,重构领导干部政绩考核体系,使之更加完善和科学。

Abstract:How to evaluate and appraise leading cadre's achievement, which is a tropistic subject of leading work, not only concerns the quality upgrade of the leading staff but also relates much to the overall development of social economy. To overcome the existing problems in merit rating process must set up and carry out scientific developmental outlook put forward in the 3rd plenary session of the 16th central committee of CPC, restructure merit rating system of leadership and make it more satisfactory and scientific.
