| Abstract: | Building up the ranks-and-files is urgently required according to the characteristic of public security organs and the new situation. Its basic ways are: setting up the police forces by politics, encouraging the police forces by science and technology, strengthening the police forces by reform, controling the police forces by law and building up the police forces through thrift and hard work. |
