政府规制是政府及其授权机构依据一定规则对个人或特定经济主体的活动加以限制的行为。中国的政府规制实践与西方相比,不仅在市场机制的发育程度、宪政结构的合理程度、规制法律的完备程度和行政过程的建设力度等方面,而且在规制所依存的非正式约束方面,都存在着巨大的差异。

Differentia of Dependency System between Chinese and Western Governmental Regulations

It is called a governmental regulation that the governmental and/or its authorized institutions regulate the activities of individual or certain economic bodies according to certain regulations.Comparing with western governments,there exist wide differences in Chinese government as for the maturity of market mechanism,the reasonableness of constitutional structure,the maturity of regulation and law and the construction of the administrative system.In addition,the wide differences exist in the informal sanctions which the regulations are dependenton.
