| 摘 要： | 户籍改革中农民土地权利的处分与社会保障待遇获得之间不存在因果关系。首先保障功能并不强大的土地与保障功能强大的城镇居民待遇二者并不对等，不存在交换问题；其次农民手中与土地相关的三项权利已经固化为一项财产权，由农民自由支配；其三，社会保障制度是对国民收入的再分配，其待遇的获得是不需要特殊代价的。
