构建和谐警民关系是贯彻落实科学发展观的必然要求

人民警察和人民群众的关系(即警民关系)是和谐社会的重要内容.在众多复杂的社会关系中,警民关系因为涉及社会治安和行政管理的方方面面,关系着党和政府的形象,因而显得比较重要和敏感.尤其是当我国从计划经济体制向市场经济体制转型,社会管理模式从静态封闭型向动态开放型转换时,警民关系在一定程度上表现出不适应甚至失调和冲突.在科学发展观的指导下,建立起和谐的警民关系,公安机关才能进一步打牢坚实的群众基础,为各项工作的开展提供有力支撑,从根本上实现只要工作全面、协调、可持续发展.

Among the many complex social relations, the relation between the police and the people is more important and sensitive because it involves every aspect of social security and administrative management, and it is related to the image of the Party and the government. Especially when our country is transmitted from planned economy to market economy and the social management mode is changed from statically closed to dynamically open, to some extent, the relation between the police and the people shows the imbalance and even con-flict. Only establishing a harmonious relationship between the police and the people under the guidance of scientific development concept can the public security organs further lay a solid mass foundation , provide strong support for the work and achieve a com-prehensive, coordinated and sustainable development from the root.
