| 摘 要： | 司法实践中,公共利益保护举步维艰。检察机关参与公益诉讼有利于保障民生诉求,具有必要性和可行性。构建检察机关主导的民事公益诉讼制度,应从受案范围、案件来源、立案及程序方面予以考量,并完善相关法条的具体规定。
