| 摘 要： | 任何改革都是一种创新活动。没有创新就没有改革，也就没有改革的成功。地方政府机构改革要想获得成功，必须在创新意识的指导下，实现由管理理念到服务理念、由数量理念到质量理念、由政府主体理念到人大主体理念、由官权本位理念到能力本住理念、由人本改革理念到制度创新理念的转变。
