| 摘 要： | 以犯罪人或潜在犯罪人为中心的犯罪预防和以被害人或潜在被害人为中心的被害预防是犯罪预防体系中相互联系、不可分割的两个方面。任何犯罪的发生,都是犯罪人与被害人在一定条件下相互作用的结果。只有以动态的相互作用的观点去分析和理解被害预防才是全面的、科学的,才能充分发挥它在预防犯罪中的作用。

| Abstract: | Crime prevention, centering on offenders or potential offenders and victims or potential victims, is an interactive aspect of the crime prevention system. Any crime is the result of the interaction between the offender and the offended under certain conditions. Only by analyzing the victim prevention from the dynamic viewpoint of interaction can the victim prevention be put into full play in preventing crimes. |
