成都市大邑县“大调解”新旧联动工作机制比较

随着大调解联动工作的开展,大邑县在总结过去经验的基础上对大调解联动工作机制进行了大幅度修改。这种新旧大调解联动工作机制的转变主要体现在组织机制、工作重点与方式、相关部门角色转变这三个方面。形成这些转变的动因主要在于旧的组织方式不合理,相关旧机制中的保障体系不能满足社会发展的需求。这种转变虽然解决掉了一些旧机制中的问题,但并没有从根本解决大调解制度自身存在的弊端。

A Comparative Study on the New and Old Grand Mediation Linkage Mechanism

With implementing the linkage of the grand mediation in Dayi County, based on the work experience, the grand mediation linkage mechanism has been greatly modified. The transformation is mainly embodied in the following three aspects： the organization mechanism, the keystone and methord of work, and the transformation of the roles played by the relative departments. The basic reasons that caused the tranform are the unreasonable organizing method in the old mechanism, the requirements of social development and the faultiness in the old assurance system. Though the transformation solved some problems in the old mechanism, it cannot completely get rid of the abuse within in the system.
