另一种“医患关系”——警察与违反治安管理行为人关系的转变

《治安管理处罚法》在设定、实施治安管理处罚的具体规定中,对违反治安管理行为人的态度有了重大的变化,即从一定意义上的“怀疑”与“对立”转变为“信任”与“协作”,这种转变要求警察在执法办案中必须相应地调整与违反治安管理行为人之间的关系,与之建立相互信任、协作的“医患关系”。
