论构建现代生态产业体系

尽管我国在资源和环境保护方面作出了巨大努力,但在实践中,这种末端治理模式终究未能从根本上扭转生态环境持续恶化的困局,我国经济社会发展的资源环境瓶颈越来越突出。解困之策需要创新思维,以消费生态化和产业生态化的思路,从消费和生产环节的源头上着手,构建资源节约型、环境友好型社会的经济基础。本文研究的现代生态产业体系就是支撑现代生态文明社会最核心、最基础的经济结构。

On Building the Modern Ecological Industrial System

Though our country has made much effort in resource and environment protection, this tail - end governance model cannot change the actual situation of deteriorating ecological environment from the root, and the economical and social development of our country faces more and more severe bottlenecks in resources and environment. The resolution requires innovative thinking, and it lies in building an economic foundation for resource - saving and environment - friendly society from the sources of consumption and production based on the thinking of ecological consumption and ecological industry. The modem ecological industrial system researched in this paper is the basic core economic structure supporting the modern ecological civilized society.
