| 摘 要： | 在向市场经济体制转轨的过程中，社会诸要素呈现出越来越活跃的发展态势，城市公安基础工作在警力配置、管理方式、防范机制、基础建设、法制建设以及队伍的素质建设六大方面，都同现实的客观需要之间存在着矛盾。认识和把握这些矛盾，有助于我们积极探求有效措施，把公安基础工作推向新的阶段。

| Abstract: | In the process of economic system towards market economy ,the social factors appear mare and more active tendency. The uban police security foundational work exists contradictions in the following SIX fields, such as: police disposition, management style, provention mechanism, foundational construction, law construction and quality construction for police ranks. Recognizing and sticking to these contradications will help us to take efficient measures and push the police foundational work into a new stage. |
