公安机关实现警力合理配置的路径探讨

当前，很多地区基层公安机关警力不足已是不争的事实，短期内大量增加编制、增加警力的做法是不现实的。如何科学配置警力，用活现有警力才是问题的关键。目前公安机关警力配置的主要问题是：“机关化”倾向依然存在；警务运行机制存在时空上的“盲区”；警力要素配置不合理；非警务活动牵扯大量警力等。要实现警力的合理配置，需要从创新警务工作模式、创新用警机制、改革公安机构设置、恰当配置“关键少数”警力、促进警务工作社会化等方面来破解难题。

An Approach to the Ways of Realizing the Rational Distribution of the Police Force

It is a fact today that the police force of the local public security organs is inadequate in many areas. However,it is impossible to enlarge the authorized size and the police force in a short time. So the key of solving the problem is to distribute the police force scientifically and use the available one flexibly. At present,the main problem of the police force distribution is that there still exists the tendency of officialism; and there is a blind area of the policing operating mechanisms. The elements of the police force are distributed unreasonably. To realize the rational distribution,innovate the working mode,reform the establishment of organizations,assign the little critical police force properly,and promote the policing work socialized.
