试论惠农政策的执行力

提高惠农政策的执行力是贯彻落实科学发展观的需要,然而在惠农政策的落实过程中,却存在执行不力,投入资金总量不足,地方配套资金＂缺位＂等诸多问题,严重影响惠农政策的效果。为此,应加强政府自身建设,提高惠农政策的有效性,建立决策科学、执行有力的惠农政策实施机制,以增强政府的执行力,提高惠农政策的有效性。

Execution of the Preferential Agricultural Policy

Improving the implementation of the preferential agricultural policies is the need of implementing the scientific development concept.However,some problems have the serious impact on the effect of the preferential agricultural policies,such as the ineffective implementation in the process,the lack of total investment and the absence of local matching funds,the dislocation of main diversified funding,the vacancy of project supervision,inadequate funding supervision,the misappropriation of preferential agricultural funds.Therefore,it need to strengthen the self-construction of the government in order to improve the effectiveness of the preferential agricultural policies;establishing the scientific decision and the strong implementation of the preferential agricultural policies;raises the public awareness by increasing the publicity;unify the planning project and specificate the process;optimizing the investment projects and improving the related policy mechanisms;improving the preferential agricultural policies and implement the local matching funds;establishing the evaluation mechanism based on the project management and job responsibilities;strengthening the job responsibilities and reducing the cost of the project;strengthening the supervision of the project funding and strengthen the accountability.
