本文结合滨州市城市发展的实际经验，阐述了城市发展的三大要素即城市规划、城市建设与城市管理之间的相互关系。同时，为了滨州城的更好发展，提出了如何做好高起点规划、高标准建设、高效能管理和建设一支优秀的创意策划师、建筑艺术师、城市美容师等方面的建议。

Combined with the practical experiences accumulated in developing Binzhou, this paper the three factors in city developing, that is, the relationship among city planning, city construction, and city management.
