| 摘 要： | 一个国家行政裁决制度是否发达，与该国是否存在法律职业主义传统、采用何种民事诉讼模式、是否严格区分公法与私法、是否存在大量的专门法院以及是否有外来因素影响密切相关。分析影响行政裁决制度产生发展的主要因素，能够为我国行政裁决制度的完善提供参考和借鉴。

| Abstract: | Whether administrative adjudication system is developed or not in a country mainly depends on the following factors：law occupation or strict rule doctrine tradition, inquisitorial or adversary civil trial mode, distinguis-hing or indiscriminating private law and public law, many or few special courts and external influences. We can get some reference for perfecting our administrative adjudication system from analyzing the main factors of the existence and development of administrative adjudication system. |
