西部地区县级政府能力分析

我国正在实施的西部大开发 ,将西部县级政府的能力问题凸现了出来。县级政府的能力直接关系着它所治理的县域社会的发展 ,也影响着西部大开发战略的推展。西部县级政府的能力主要包括发展规划能力、制度创新能力、资源配置能力、市场规制能力、提供公共物品的能力、组织协调能力、社会控制能力等七个基本的方面。这种能力又是人员、组织、权力、行为方式和资源等因素结合在一起生成的 ,并通过政策供给和政策实施等环节输出的。从总体上看 ,西部县级政府的能力是比较弱的 ,所以 ,迅速提升西部县级政府的能力具有紧迫性

An Analysis of the Competence of County-Level Governments in West China

The on going program for development of West China has made manifest the problem of inadequate competence with county level governments in the region. Whether a county government is competent or not has a direct bearing on the socio economic development of the area it governs and will affect the successful implementation of the afore mentioned program. The competence we are talking about here refers to the county governments' capabilities for making up developmental plans, innovating institutions, configuring resources, controlling market with proper rules, supplying public goods, organizing and coordinating activities, and maintaining social stability. Such competence is acquired through an integration of such factors as personnel, organization, power, behavioral patterns, and resources, and displayed by way of making and implementing policies. Viewed as a whole, there is a lack of competence with county governments in West China, and the need for upgrading it is urgently felt.
