| 摘 要： | 建设社会主义新农村的关键是提高农民的素质，培养造就一大批有文化，懂技术，会经营的新型农民，造就一代新型农民，把新型农民的培养摆到整个农村社会事业发展的优先地位，要加快发展农村教育事业，发展农村教育，有助于积累国民经济增长的后劲。
