为了对突发事件进行全过程、全方位的应急处置,我国公安机关的应急处置机制建设应该重视和加强以下工作:建立突发事件信息收集网络和分析中心,形成科学、灵敏的预警机制;建立以公安指挥中心为基础的指挥机制;建立高效的应急协调机制;建立公安应急公关机制;建立应急管理学习机制;完善应急处置的法律体系.

The Study of the Construction of Public Security Emergency Handling System

In order to handle the emergency affairs in its entirety,the following aspects in the construction of the emergency handling system should be emphasized by the public security organs of our country: building up the information gathering net and analysis center of emergency affairs and form the scientific and sensitive early-warning system;building up the commanding system based on the public security commanding center;building up the highly effective emergency cooperation system;building up the public relation system for public security emergency affairs;building up the management and study system for emergency affairs;improving the law system for the handling of emergency affairs.
