| Abstract: | Unexpected group incidents have a destructive influence on social political situation.Regardless of the natures and reasons,they have their own inside law of development .Therefore,it is of great significance for the public security organs to get involved in the incidents at right moments,use all kinds of flexible strategies and tactics to dispose the incidents for main-tain ing the stability of situation. |
