公共管理视角下的国有资产管理体制改革

当前,我国国有资产管理体制存在的问题在于:国有资产管理仍过多地介入私人产品的生产和提供,国有资产管理考核的绩效指标背离公共利益,产权界定模糊容易引发地区利益冲突。国有资产管理体制改革需要分离政府的“运动员”与“裁判员”角色,对营利性资产和非营利性资产实行分类管理制度,强化非营利性国有资产管理的制度建设。

The Reform of State Asset Management System under the Perspective of Public Management

Presently, the state asset management system of our country exists following problems: First, the state asset management still excessively involves in the field of the production and provision of private goods. Secondly, the performance appraisal index of the state asset management departs from the public interest. Thirdly, the ambiguity of property rights boundary is easy to initiate the conflict of regional interests. The reform of state asset management system needs to separate the role of government both as athlete and as referee. Also it should carry out classification control system to manage profitable assets and non-profitable assets, and consolidate the institutional construction of non-profit state asset management the system.
