| 摘 要： | 起诉意见书是公安机关办理刑事案件活动中一种重要的法律文书,在整个刑事诉讼活动中占有重要的地位,具有重要的意义,所以必须把该文书制作得规范合法。而要使该文书制作得规范合法,一方面应了解该文书的格式、结构,另一方面则应准确把握该文书中使用的表达方式。起诉意见书中使用的表达方式有说明、叙述和议论。

| Abstract: | A bill of indictment is a kind of important legal documents used by public security organs to handle criminal cases. It has a great significance and plays an important part in criminal suits. Therefore, it is necessary to make the bill of indictment standardized legally. To achieve that, on one hand, it is essential to understand the form and the structure of the documents; on the other hand, it is essential to grasp the ways of expression employed in the documents. The ways of expression in a bill of indictment include: exposition, narration and argumentation. |
