| Abstract: | The hardship of social emergency settlement relates to the contradictions between public exigent events management and government normal management. It is a must to follow the peculiarity of exigent events for constituting up-to-date social emergency management system in China from three aspects of early warning precaution system, emergency settlement system and rear-service guarantee system. |
