摘    要:中国农民工就业歧视是一种制度性歧视,消除农民工就业歧视是国家的国际法义务。解决农民工问题需要多管齐下,但国家担当起自己的责任将是最重要的。因为无论是制定政策框架,还是建立和完善法律制度;无论是对农民工搭建公共就业服务的平台,还是营造平等对待农民工的社会环境,都离不开政府。农民工问题的严重性和复杂性,要求国家出面加以统筹研究解决。因此,反农民工就业歧视,国家仍要发挥主导作用。

Abstract:The employment discrimination against migrant workers in China is caused by problems in administration system.To eliminate employment discrimination is an obligation of government according to international law.Anti-discrimination needs contributions from different parties but the most important is government's responsibility.From making the framework of policy and promoting the legal system,to offering public employment service and social environment of equally treating migrant workers,the government should plan and resolve as a whole.Therefore,the government should play leading role in anti-discrimination against migrant workers.
