| 摘 要： | 民主发展不仅需要观念更新,更重要的是要有制度创新.成都市新都区以党务公开为突破口发展党内民主,探索实行了"三会开放"、"公推直选"和"民主测评"三个轮子同步驱动的制度实践,在转变理念树立"三大主体"意识中破解"三个过于集中"难题,在落实保障党员权利中激发广大党员民主参与的积极性,在体现党的先进性中推动民主决策和民主监督向科学化、制度化和规范化发展,为当今中国发展党内民主,带动人民民主,促进地方经济和社会发展作出了有益探索.
