论网络犯罪的“非对称侦查”

随着网络越来越普及，网络犯罪也以几何倍数增长。目前我国网络犯罪案件的侦查面临困境：一方面是犯罪主体反侦查能力增强，导致侦查难度加大；另一方面是侦查机关自身的侦查能力不足，导致对网络犯罪打击不力。侦查能力与反侦查能力的此消彼长呼吁新的侦查模式诞生。网络犯罪的“非对称侦查”，以建立资源占有上的绝对优势为核心，以整合现有资源配置扬长避短为补强，对网络犯罪实施不容还手的打击，这将大大提高网络犯罪案件的侦查效率。在整个过程中，“信息一体化”是构建整个“非对称侦查”模式的基石。

That leads to the emergence of new crime investigation mode. The asymmetric investigation of cyber crime, centering on establishing ab- solute advantage for resources possession, emphasizing using the existing resources and striving for superi- or position, will powerfully crack down on the cyber crime and greatly improve the efficiency of the cyber crime investigation. In the whole process, information integration is the foundation of establishing asym- metric investigation.
