| 摘 要： | 概念界定是科学研究的起点，法律概念的创设则是学科成熟的标志。百年来，国际社会出现了国际刑事法院审判和国际刑事诉讼规约。实践经验的总结与规范制度的概括表明，国际刑事诉讼法具有独立的法律地位及特有的价值模式。因此，国际刑事诉讼法概念的析明将展现出一门新的法律，认识并发展国际刑事诉讼法具有划时代的意义。

| Abstract: | The definition of concept is the starting point of scientific research, and the creation of legal concept is a symbol of academic maturity. For centuries, the international community has witnessed the appearance of International Criminal Court and the international criminal norms. The summary of practice and experience and norms indicated that the International Criminal Procedure Law appeared with independent legal status and unique value model. Therefore, analysis of the concept of International Criminal Procedure Law will show a new Legal category. Understanding and development of International Criminal Procedure Law has epoch-making significance. |
