关于科学构建“大调解”格局的几点思考

当前我国正处于社会经济发展的重要战略机遇期，利益格局调整加快，社会矛盾凸显，社会矛盾的敏感性、关联性、对抗性明显增强，有的转化为治安和刑事案件，甚至演变为激烈的群体性事件，严重影响了社会的和谐和稳定，党委政府应清醒认识当前形势，推进社会管理创新，从完善调解机制、明确调解责任、调解重心下移、调解责任追究和队伍建设等方面着手，科学构建多元化“大调解”格局，及时把矛盾纠纷解决在基层、解决在萌芽状态，以维护社会稳定、促进海峡西岸经济区建设。

Reflections on Scientific Construction of Mediation

Currently, in our country, the development of social and economy is in the most important period, which is full of strategy and challenge. In this time, the adjustments of interest structure speeds up, social conflict stands out. As a result, some problems turn into security and criminal cases. Some even evolve into the fierce group incidents. All of the events have very bad impact on our social harmony and stability. Our government should recognize the situation, and implement policies to promote social man- agement innovation. We can start from the following points, for example, to improve the mediation mech- anism, to confirm the mediation responsibility, to push down the mediation gravity, to construct the medi- ation team, and so on. Building a diversified structure for mediation work can solve the problems in the embryonic stage. It also can maintain social stability, and promote economic construction on the west coast of the strait.
