| 摘 要： | 实施电子政务是建设服务型政府的重要切入点，必须明确服务型政府建设的特征，正确理解电子政务对建设服务型政府的作用，并从改变传统行政观念、转变政府职能、重建组织结构、优化政府业务流程、推进协同政务、提高网站服务功能、完善公共服务优质供给的程序性制度、加强公共服务理论研究等几方面综合推进服务型政府建设。

| Abstract: | Building service-type government is an important point of penetration to carry out e-govern- ment. To enhance the building of service-type government through e-government, we should clearly define the characters of building service-type government and correctly understand the effects of e-government. We should also enhance the building of service-type government through changing traditional administra- tive ideas, changing government functions, rebuilding organization structures, optimizing the work flow of government, impelling cooperative government affairs, improving service function of network station, improving procedural system of high quality public service and enhancing the research of public service theories. |
