加快西部大开发立法的若干思考

实施西部大开发是关系国家经济社会发展大局,关系民族团结和边疆稳定的重大战略部署。当前,进一步推进西部大开发面临许多矛盾和问题,如何加快西部大开发的立法进程,从法制的高度全面规范西部大开发的伟大实践,已经成为实施西部大开发战略成败的关键所在。文章对西部大开发立法提出若干思考,祈以引起人们对加快西部大开发立法进程、深入实施西部大开发战略新的思考、新的认识。

Views on Stepping up the Legislation of the Development of the Western Region

The implementation of the development of the western region is an important strategy which bears on the overall situation of national economic and social development,the ethnic unity and the stability in border areas.Now we are faced with many contradictions and problems in making further development of the western region.How to speed up the legislation of the development of the western region,and how to implement the great practice of the development of the western region in an all-round way from the angle of legal system have become the key problems of implementing the strategy for the development of the western region.This paper puts forward some reflections on the legislation of the development of the western region so as to make people have new thinking and understanding of stepping up the legislation of the development of the western region and the implementation of the strategy for the development of the western region.
