政府主导与政府“瘦身”——兼论重塑国资委和国家资源委员会

我国的经济发展与经济改革必须由政府主导，但政府主导有一定界限，它不应主导全部社会资源的分配与再分配。应该从经营性竞争性行业和领域中退出的是政府，而不是国有企业。应在各级“人大”领导下重塑国资委和建立国家资源委员会，实现政府“瘦身”计划。将作为政治实体的国家和作为经济实体的国家分开，彻底贯彻“政企分开”，在公有制基础上建立起市场所必需的“微观经济基础”，实现社会主义基本经济制度跟市场经济相结合，建成史无前例的社会主义市场经济，坚持走中国特色的社会主义道路。

Government-leading is Necessary, but the Government should Slim down:also on the Restructuring of State-owned Assets Supervision and Administration Commissions and National Resource Councils

The economic development and economic reform of our country must be led by the government, but the government leading should be bounded. The government should not dominate the distribution and redistribution of all social resources. It is the government not the state - owned enterprises that should retreat from the profit - seeking, competitive trades and fields. State - owned assets supervision and administration commissions should be restructured and national resource couricils be established under the leadership of people＇ s congresses of specific levels to realize the downsizing of the government. The state as a political entity should be separated from the state as an economic entity,and the ＂separation of government and enterprises＂ should be carried through thor- oughly, so as to set up the ＂microeconomic basis＂ required by the market based on the public ownership system, realize the combination of the basic economic systems of socialism with market economy, complete the building of an unprecedented socialist market economy, and keep to the path of socialism with Chinese characteristics.
