安全校园:立法的几点思考

我国校园的公共安全问题已成为备受社会关注的热点,而相对滞后的校园安全立法是解决我国校园安全问题的瓶颈之一。在促进高校校园安全立法时,宜将高校校园安全作为社会公共安全的一个特殊组成部分,把校园安全立法定位为制定法律,分级分类进行校园安全立法,在明确授予高校校园安全的执法权的同时,应明确学校在对学生进行安全教育、建立以预防为主的校园安全工作体系中的责任。

Safe Campus: Some Reflections on its Legislation

The public security problems on campus have been a focus of attention in China,whose relative weak legislation is the bottle-neck for solving the related problems.While promoting its legislation,we should regard the college-campus security as a special part of public security and adopt a step-by-step approach to its legislation.While granting the right of enforcing the campus security law,the colleges should have a clear understanding of their responsibility for informing the students of security knowledge and the precaution against possible risks.
