新兴的学科:公共管理伦理学

伦理学是一门历史悠久的学科，但公共管理伦理学则是一门新兴的学科。公共管理是人类社会治理的一种新形式，包含人类一种新型的社会关系和伦理关系。公共管理伦理学正是适应这种新型伦理关系的需要而产生的。公共管理伦理学研究的出发点依然是人们之闸的利益关系，但与一般伦理学所探讨的个体与整体的关系、个体与个体的关系不同，它的研究对象是公共利益与私人利益之闻的关系。通过对公共利益与私人利益之间关系的研究，提出解决公共管理中各种矛盾的伦理方案。

Ethics of Public Administration:a New Subject

Ethics is a subject of long standing,but ethics of public administration is a new subject.Public administration is a new form in the governing of human society and includes new social relation and ethical relation in men.Ethics of public administration comes into being to meet the need of such new ethical relationns.The starting point of research in ethics of public administration is still the relation of interest between people,but different from relation between individual and whole,between individual and individual in general ethics,its object is the relation between public interest and private interest through the study of which,an ethical scheme to solve various contradictions in public administration can be put forward.
