| 摘 要： | 作为民主与法治的统一体,宪政所蕴含的基本精神是主权在民、权利保障和权力制约。从宪政的角度看,和谐社会实际上是权利与义务、权利与权力、权力与权力之间的和谐。在建构秩序化的社会和谐和落实民主、法治、人权的过程中,宪政起着重要的作用。
