| Abstract: | Whether or not to deal with correctly the relation among different interests group and achieve the integration of interests will relate directly to the harmony and stability of society. Coordinating the relation of different interests rationally will be the key to enhance administrative capacity and managerial level of local government, thereby constructing the socialist harmonious society. Moreover, it is the theme of China's social development at present and in the future of quite a long period. |
