我国公共政策终结的现状、障碍及对策选择

公共政策终结是政策过程的一个中间环节。它包括两层含义:一是政策的功能、计划、政策本身和机构的结束;二是政策的法律化。在政策终结上存在较多的问题,主要有:对政策终结的认识不够;政策终结的力度不够;政策终结的程序不合法。政策终结的难度很大,因为政策终结的障碍因素较多。这些障碍主要有:利益因素;组织因素;程序因素;成本因素。针对政策终结的障碍因素,克服它的方法主要有:利益补偿;公开政策评估结果;旧政策终结与新政策出台并行;妥协;适当运用强制力推行。

The Actuality of, the Obstacle to Public Policy End as well as Their Countermeasures

The end of public policy, a link in the process of running policy, means not only ending the proposal, the function, institutions of policy and itself but also legitimizing policy. There are lots of problems, such as misunderstanding policy, lacking dynamic and illegal procedure of public policy end. It is very often difficulty to end policy because of hindering factors, such as the interest, the institution, the procedure and the cost. The main ways to surmount obstacles include compensating loss, opening policy evaluation, operating old policy end and new one appearance simultaneously, compromising and enforcing obedience properly.
