| 摘 要： | 美国建立反导系统 (NMD)不仅违反了《反导条约》 (ABM)对其国防建设权的限制规定和对条约继承的规定 ,而且违反了外空非军事化原则 ,尤其违反了《联合国宪章》规定的避免危及国际和平和安全的义务。这一严重违背国际法的行为理应受到国际社会的批判和制裁。

| Abstract: | The American National Missile Defense System violates not only ABM's limitations to its national defense building right and the stipulations of treaty concession, but also the outer space nonmilitary principle, especially the duties of avoiding endangering the international peace and safety. This aggravated breach of international law should be criticized and sanctioned by the international society. |
