反腐倡廉分类分层次教育的理论依托与实践体系

廉政文化既是反腐倡廉教育取得成功的基石，也是反腐倡廉教育分类分层次实施的理论依托。从结构上，廉政文化可分为两个层面：一是表层结构，主要包括廉政制度、廉政组织机构和廉政环境等；二是深层结构，主要包括廉政心理、廉政意识、廉政思想体系。反腐倡廉分类分层次教育就是要针对具体情况从文化建设上进行两个层面的协同发展。在反腐倡廉教育分类分层次的实践中，要努力构建科学合理的廉政文化制度体系、组织体系、德育体系、推广体系、价值体系、理论体系等。
