Mechanism design and configuration of powers of administrative law： In the horizon of balance theory

Administrative law should establish dynamic balances between the administrative agencies and the private parties, which base on balances of agencies and the private parties＇ powers. These balances of powers can be reached by dividing powers to pieces and reconstruct them according to particular demands of practice. Diverse pilots and attempts are feasible for improving the reconstruction of powers.
