| Abstract: | In new time, carrying out the concept of scientific development thoroughly, require us to effectively strengthen and improve the party＇s governing ability construction.The party＇s governing ability construction asks us to set up the constitutional thinking and master the capability of constitutional thinking. The constitutional thinking agree with the essence and requirement which the ＂people-oriented＂, comprehensive, coordinated sustainable of the concept of scientific development. Governing by the constitutional thinking is beneficial to the party＇ s governing ability construction. |
