| 摘 要： | 协商民主是以尊重权利、平等参与为前提的现代新型民主,体现的是公平、正义。发展协商民主,有助于社会各阶层的和谐共处。社区警务是一种警方与公众的互动警务,是人民群众行使社会管理权力的一种理性回归,实施社区警务已为协商民主的实践发展提供了重要平台,社区警务正成为我国基层协商民主的一种重要范式。
