| 摘 要： | 在贯彻把刑释人员重新违法犯罪率作为衡量监狱监管工作的首要标准要求的过程中，形成了旨在提高监狱教育改造工作质量的“5＋1＋1”管理教育罪犯模式。“5＋1＋1”管理教育罪犯模式的创新之处在于把罪犯每周1天课堂学习教育固定化。“5＋1＋1”管理教育罪犯模式需要立法保障，使教育改造罪犯工作成为一项“硬任务”．进而不断发展完善。使监狱更好地履行所承担惩罚、教育和改造罪犯的重要职责，充分发挥监狱有效消除和减少社会不安全、不稳定、不和谐因素，维护社会和谐稳定的重要作用。

| Abstract: | Whether the emancipist have lapsed into offense or crime again has been taken as a primary standard to judge the management level of a prison, which has formed the ＂5＋1＋1＂mode of criminal education and management to improve the quality of the education transformation work. The innovation of the mode is to make one-day study once a week unchangeable. Only legislative guaranttee can make the education transformation work an overriding task, give it guradual development and perfection so as to realize the goal of giving full play to the important duty of prison, effectively eliminating social disharmonious factors, and maintaining social harmony an＇d stability. |
