| 摘 要： | 发展循环经济需要法律支持和保障。循环经济法是综合性的法律。到目前为此,我国虽已有一些有关循环经济的法律法规,但还没有专门的全国性循环经济法律出现。因此,有必要制定一部关于循环经济的基本法,建立起一个发展循环经济的法律体系,与循环经济发展有关的立法及法律规范的实施要体现时代性、系统性和共同性。

| Abstract: | Developing the circulating economy needs the legal supports and safeguards.The circulating economic constitution is an all-round law,which has not been especially build nationwide in China while there are some provisions and group of laws.Therefore,it is necessary to make a basic law on the circulating economy and build up a legal system to develop it.The legislation and law enforcement related to circulating economy must be connected tightly with the times,systems and intercommunity. |
