| 摘 要： | 在新的形势下，以警务社会化为导向的社区警务，必须主动适应社会变革，大力推进市场化治安防范。从践行缘由分析，市场化治安防范具有深远的历史渊源、先行的典范经验、良好的践行根基、强烈的现实需求。在社区警务中推进市场化治安防范，开辟了政府有效调控与民力资源利用的途径，化解了社会责任无限与公安职责有限的矛盾，实现了社区警务效能与社会治安效益的统一。市场化治安防范的模式主要有治安联防契约保险，流动人口、出租房屋委托管理，利益群体自治等。公安机关在引导建立市场化治安防范过程中，必须主动争取党政支持、正确定位履行职责，努力满足市场需求。
