| Abstract: | The system base of administration by law includes the method system base and the restriction system base of administration by law. The method system base refers to the respects of human nature, constitution and the laws of market economy, while the restriction system base refers to the restrictions on the rights, procedures and responsibilities of administration; the non-system base of administration by law includes the law awareness base and the belief-in-law base of administration by law. |
