| 摘 要： | 流动人口违法犯罪不同程度影响了昆明市的和谐与稳定。昆明市流动人口犯罪的主要表现为:犯罪数量居高不下,侵财性犯罪突出,团伙作案猖獗,流动人口犯罪现象严重。计划经济条件下"户籍控制"及"单位控制"的制度安排、不平等的就业权、高昂的维权成本、全球化、市场化改革对流动人口权益的影响等,是流动人口犯罪的深层次原因。本文提出对流动人口采取各部门多管齐下,综合治理的政策建议。

| Abstract: | Offences and crimes committed by floating population have brought negative influence on harmony and stability of Kumming.The main problems include: the crime rate roars high;property-related crimes increase;organized crimes and violent crimes get prevailed.Reasons in depth for floating population to commit crime include: "Registration Control" and "Unit Control" under the planned-economy;inequality in employment;high cost on right claim;influences brought by globalization and market-oriented reform.This essay has proposed suggestions on trans-office cooperation and comprehensive treatment on floating population. |
