Global Climate Governance of the EU: Foreign Policy Decision-making Model and Motivations for Behaviors

Climate change is one of the most important issues commonly confronted by the international society.The European Union is playing a crucial role in the international efforts to address this challenge.Its decision-making framework for climate policy determines its external approaches to combat climate change,which in turn influences to a great extent the international process of climate governance.To discuss the inherent motivations underlying the EU’s reactions to climate change will help us better understand the mechanisms and logics of the Union’s internal and external climate actions.Consisting of two parts,this paper analyzes the EU’s decision-making model towards climate change from the point of view of its foreign policy and interprets the deep causes underpinning the Union’s positions in international climate change negotiations from the perspectives of both internal motivations and external factors.
