| 摘 要： | 行政复议制度是解决行政争议，保护行政管理相对人合法权益的重要机制，是行政机关行政层级监督和自我纠错的基本途径，也是促进行政机关依法行政，建立社会主义和谐社会的有效手段。1999年4月，全国人大通过《中华人民共和国行政复议法》，同年10月1日，《行政复议法》开始施行。《行政复议法》的颁布实施对于提高司法行政机关依法行政工作水平起到重大的推动作用。
