困难与希望并存的中日关系

当前,中日关系进入了建交以来最为困难的时期。尽管经济关系仍相对平稳,政治和安全关系却问题丛生,出现了所谓“政冷经热”的现象。中日之间归根到底在于两大问题:一是历史问题,二是台湾问题。“以史为鉴,面向未来”是中日关系健康稳定发展的基本方针。两国和两国人民都需要坚持对话、平等协商,需要以积极而冷静的姿态增进了解、解决分歧、深化合作,使中日关系健康稳定地向前发展。从比较现实的途径来看,“减少相互误解”、“建立理性关系”、“创造共同利益和共同意识”是现阶段较为可行的行动准则。

Sino-Japanese Relationship in Which Difficulties and Hopes Coexist

The current Sino-Japanese relationship has fallen into the most difficult period since their establishment of the diplomatic relation. In spite of their relatively stable economic relationship, there came the phenomenon of so-called "cool politics, hot economy" with emergence of numerous political and secure problems. The problems between China and Japan, in the final analysis, lie in the following two: historical issues and the Taiwan issue. The basic policy of "take history as references and take the future as the orientation" will allow a healthy and stable development of the Sino-Japanese relationship. Both of the two countries and their peoples necessarily keep dialogues and equally negotiate. And they need an active and calm attitude to increase understanding, cover differences and deepen co-operations in order to promote the Sino-Japanese relationship in a healthy and stable way. In a relatively realistic way, "to reduce mutual misunderstanding", "to establish a rational relation" and "to nurture common interests and common consciousness is a comparatively practical guideline in the present stage.
